City Car Share is a non-profit in the California Bay Area that rents cars on a membership basis. Cars are pooled in several parking areas in the Bay Area. Members pay a monthly fee, and then swipe their electronic key to access a vehicle, renting it by the hour. Vehicle selection is a lot wider than what is offered by the big rental firms. Think this will catch on, especially in big cities where cars are more expensive to own, insure, and park?

Part Two gets more specific, showing how to locate the canister and evaporative hose from the fuel tank, and lisiting important safety precautions. We endorse the use of nitrogen gas for leak tests, since it won't support combustion. Regulated test pressure is very low, about 14 inches of water, or 1/2 psi. Since few if any of the vehicles being tested have a dedicated EVAP system test port, pressure is introduced to the tank and greater EVAP system through a fill neck adapter installed in place of the gas cap.

California takes vehicle emission testing seriously, and to CARB's credit, they still require mandatory technician training and periodic recertification. Here's a three part video series on fuel system low pressure leak testing.
